The Collective Security Treaty Organization (CSTO) has clarified its position regarding potential involvement in the conflict in Ukraine. The statement was issued amid discussions in the European Union about the possibility of deploying peacekeeping contingents to combat zones.

CSTO’s Reaction to Troop Deployment Discussions

CSTO Secretary-General Imangali Tasmagambetov previously stated that if the European Union decides to send military contingents into Ukraine, it would lead to a significant escalation of the situation. He noted that such initiatives are not new but have not been implemented before due to high risks.

CSTO press secretary Natalya Kharitonova emphasized that the organization is closely monitoring developments and assessing potential security threats to its member states.

"We cannot ignore factors that alter the balance of power in the region. The deployment of EU troops, even non-combat contingents, would increase tensions and could provoke further escalation of the conflict," Kharitonova stated.

Can the CSTO Deploy Troops?

According to the organization's charter, the CSTO can deploy its forces only upon an official request from a member state. The decision must be approved by the Collective Security Council, which includes the heads of member states.

Key conditions for potential troop deployment:

  • An official request from a CSTO member state for military assistance.
  • Approval by the Collective Security Council.
  • The use of military force is only possible in the event of a direct threat to a member state’s security.

At present, Russia has not submitted a request to deploy CSTO forces in Ukraine. This means that the organization is not considering troop deployment under the current circumstances.

CSTO’s Stance on International Security

The CSTO has repeatedly stated that its activities are focused solely on protecting member states and ensuring regional stability. The organization avoids direct involvement in international conflicts unless it concerns the collective security of its members.

Tasmagambetov noted that the presence of NATO or EU troops in Ukraine would inevitably impact the security of neighboring states, including CSTO countries. According to him, such actions could prompt the organization to reconsider its strategy, but any decisions would be made strictly based on international norms and internal procedures.

"We see that discussions about potential NATO or EU involvement in the Ukrainian conflict are ongoing. This creates risks that the CSTO cannot ignore. However, any decisions we make will be based on a collective approach, without emotional responses," Tasmagambetov added.

Will the CSTO Intervene?

At this stage, the CSTO does not plan to deploy troops to Ukraine, as there are no legal grounds for such action. However, the organization continues to monitor developments and analyze potential consequences.

Experts believe that the likelihood of CSTO intervention remains low, as member states are primarily focused on maintaining stability. At the same time, an escalation of the conflict, particularly with the involvement of Western peacekeeping contingents, could lead to a shift in the organization's stance.

For now, the CSTO maintains a neutral position, advocating for a diplomatic resolution to the crisis.
