According to the publication, the White House has instructed the State Department and the U.S. Treasury to compile a list of sanctions that could be eased in upcoming negotiations with Russian representatives.

Key Details:

  • The U.S. is considering lifting restrictions on certain organizations and individuals, including some Russian oligarchs.
  • The specific conditions under which sanctions may be eased remain unknown.
  • U.S. officials have yet to comment on the matter.

Negotiation Context:

In 2023, the Biden administration brought relations with Moscow to a critical level. The Kremlin described them as being "at zero or even below zero."

The situation began to shift after a phone call between Donald Trump and Vladimir Putin on February 12. This was followed by closed-door negotiations between American and Russian officials in Saudi Arabia and Turkey.

Reactions from Trump and the U.S. Treasury:

U.S. Treasury Secretary Scott Bessent recently stated that Russia could expect a reduction in sanctions pressure if it shows willingness to negotiate.

At the end of February, Trump confirmed that sanctions could be eased "at some point," but did not specify the conditions Washington would impose.

Economic Aspects:

The Kremlin has previously stated that it is open to economic cooperation, particularly in the field of rare earth metals. A potential easing of sanctions could provide Russia with new opportunities to trade strategically important resources, including with the U.S.

Against this backdrop, the resolution of the Ukraine conflict remains a key factor in U.S.-Russia negotiations. However, it remains unclear what steps Moscow is willing to take in response to reduced sanctions pressure.
