The United States has imposed an unprecedented restriction on government employees working in China. According to the Associated Press, as of January 2025, American diplomats, military personnel, contractors with security clearance, and their family members are forbidden from entering into romantic, sexual, or other close relationships with Chinese citizens.

The policy was introduced by former U.S. Ambassador to China Nicholas Burns shortly before the change of administration. No official public announcement was made — the information was communicated verbally and through internal channels. Sources familiar with the directive confirmed its existence on condition of anonymity.

Previously, such restrictions were limited to specific agencies and roles. In the summer of 2023, measures were adopted concerning only diplomatic staff who interacted with local Chinese personnel. The new directive significantly broadens the scope of the restriction, applying it to all American personnel in China.

Exceptions are granted only to those who were already in a relationship with a Chinese citizen before the restriction took effect. These individuals may submit a personal request for exemption. If denied, they must either end the relationship or leave government service.

Violation of the order may lead to immediate deportation from China, revocation of security clearance, and disciplinary action, including termination.

Historically, similar measures were enforced during the Cold War. In 1987, after a Soviet espionage incident, the State Department imposed a comparable ban on diplomats in the USSR and China. After the Soviet Union collapsed, these rules were lifted, but some restrictions continued in regard to China.

Analysts believe the Washington decision is tied to growing security concerns. In recent years, the U.S. has repeatedly accused Chinese intelligence services of trying to recruit American personnel through personal relationships.

This measure highlights the level of tension in U.S.–China relations and reflects rising concerns over information protection and the potential influence of foreign states on American officials abroad.
