The draft law on giving the city of Turkestan a special status has been sent to the Majilis for consideration The press service of Prime Minister Olzhas Bektenov has confirmed the signing of a resolution to submit the draft law ‘On the special status of the city of Turkestan’ to the Majilis.

‘The adoption of the law will allow to form an effective system of management and preservation of monuments and objects of historical and cultural significance of the city, including the mausoleum of Khoja Ahmed Yassaui. The bill provides for planning scientific archaeological research and scientific restoration works on the territory of the mausoleum. The project is also aimed at preserving and developing cultural heritage, traditional craftsmanship, and promoting Turkestan as a spiritual, cultural, historical and tourist centre,’ the press service said.

In order to preserve the uniqueness of the mausoleum of Khoja Ahmed Yassawi and to prevent the construction of objects incompatible with its historical significance, it is proposed to limit the height of new buildings in the surrounding zone to 7 metres. The bill also provides for the creation of a protection zone for each object of historical and cultural heritage, including historical and architectural reference plans and site maps, which will be integrated into the city's general plan.

The bill also plans to amend some legislative acts of the Republic of Kazakhstan to give Turkestan city a special status. This also includes the transfer of additional competences for land use management, tourism activities and the formation of a reserve of archaeological monuments.

In 2021, at the informal summit of the Cooperation Council of Turkic Speaking States, a decision was made to recognise the city of Turkestan as the spiritual capital of the Turkic world.
