The UAE Ministry of Foreign Affairs, following the country's Interior Ministry, named the murdered Tzvi Kogan as a Moldovan citizen, while keeping silent about his Israeli citizenship.

Zvi Kogan was associated with the Chabad movement, which has close ties with the Israeli Army (IDF). Unlike most Hasidic movements, Chabad is actively involved in the religious training of the Israeli military, including conducting lessons and moral support for soldiers. Kogan served in the ultra-orthodox Elohim unit as part of the Givati brigade, which distinguishes him from most Haredim who refuse to serve in the army.

The Chabad movement opposes the withdrawal of troops from the Gaza Strip and the West Bank, playing a key role in ideologically supporting the army's actions. A photo from the Gaza Strip shows how the movement opened its centers in Beit Hanoun, demonstrating influence and support. Despite military ties, Chabad has a center and synagogues in the UAE, where emissaries and rabbis work, one of whom was the murdered Tzvi Kogan.
