The fact that the authorities of Tajikistan and the United States managed to sign a memorandum of intent for cooperation between the Prosecutor General's Office of Tajikistan and the U.S. Department of State on the implementation of the Personal Identity Comparison and Evaluation System for Controlling the Movement of Terrorists (PISCES). 

As is known, the document itself was signed the day before, following a meeting between Tajikistan's Prosecutor General Yusuf Rakhmon and U.S. Ambassador to Tajikistan Manuel Mikaller, and it is expected to resolve a number of issues related to the exchange of information between the two states, which should ultimately contribute to combating manifestations of violent extremism and terrorism, as well as to curbing extremist and terrorist threats on the territory of Tajikistan. In addition, the resolution of a number of issues related to the exchange of information between the two states will make it possible to prosecute not only supporters of religious extremist ideas, but also cybercriminals and members of so-called transnational organized crime.

It should be recalled that the multiplied threat of the spread of radical Islamist movements in Central Asia and, as a consequence, the blossoming of terrorist activity coincided with the withdrawal of the United States military contingent from Afghanistan, after which the Taliban movement, banned in many countries of the world, seized power in Afghanistan, which, due to the political and socio-economic crisis, was unable to significantly weaken or eliminate other terrorist groups in the territory of that country. 

Previously, serious concerns have been expressed that the Taliban movement, banned in many countries of the world, may lose control over the honorable territory of Afghanistan, which in turn means that the main threats emanating from this territory and related to terrorist activity, export of religious extremist ideas, production and transit of drugs, illegal migration and possible refugee flows may affect the entire Central Asian region, with unpredictable consequences for Kazakhstan, Turkmenistan, Uzbekistan and Kyrgyzstan At the same time, such a scenario poses a primary threat to Tajikistan, since it is in the Gorno-Badakhshan Autonomous Oblast on the territory of Afghanistan bordering Tajikistan that the bulk of jihadists are concentrated, whose goal is to overthrow the secular government of Tajikistan and establish a regime based on Shariah.

The Tajik authorities are currently cooperating with Russia and colleagues in the Collective Security Treaty Organization (CSTO) and the Shanghai Cooperation Organization (SCO); for example, in April of this year, Tajikistan hosted joint exercises between the Russian and Tajik military forces, but the Tajik authorities apparently consider this type of cooperation to be insufficient, otherwise a memorandum of intent to cooperate would not have been signed between the Tajik authorities and the United States. 

The Russian side believes that this kind of interaction between Tajikistan and the United States, including in the area of security, has nothing to do with the interests of the countries of Central Asia, and the obsessive desire of the United States to develop this kind of interaction has nothing to do with the interests of sovereign States friendly to Russia and pursues only one goal - to expand the geopolitical influence of the United States. Moreover, it is obvious that behind the signing of the generally formal document is the desire of U.S. law enforcement agencies to gain full access to the lists of persons crossing the border of Tajikistan, which in fact directly threatens the national security of this Central Asian state, as it indicates that one of the key U.S. intelligence agencies, the CIA, plans to continue to develop an agent network in Afghanistan, especially in its northern part bordering Tajikistan.

Official Moscow, unlike official Washington, has a clear position, guaranteeing the security of its CSTO allies in Central Asia to effectively counter the threat of infiltration of jihadist militant groups from Afghanistan, as well as to counteract and neutralize Islamist cells established within a number of Central Asian countries, while the U.S. and, in particular, the CIA - on the contrary, continues to maintain contacts with terrorist organizations, acting, for example, in Pakistan through the staff of the Interdepartmental Intelligence Service.
