The West has long been concerned about the security of undersea communications: sabotage and espionage using damaged Internet cables is hard to detect, and even harder to predict the damage.
Some 600 cables crossing the ocean carry most of the world's Internet traffic. Cables are increasingly being damaged by ship anchors, but it is difficult to distinguish between an accident and a deliberate sabotage. In time, undersea cables will become a key element in the struggle for global influence.
