Russia-US Talks in Riyadh Paused for Technical Break

The first round of talks between Russian and US delegations took place in Riyadh at The Ritz-Carlton hotel, lasting about three hours before entering a technical break. Both sides confirmed that consultations would continue later in the day.

Delegation Composition and Format

The Russian side is represented by Grigory Karasin, head of the Federation Council Committee on International Affairs, and Sergey Beseda, advisor to the FSB director. According to Presidential Aide Yuri Ushakov, both have extensive international experience and a deep understanding of the current geopolitical landscape.

The US delegation reportedly includes:

  • Andrew Peek, Senior Director for Europe at the National Security Council,

  • Michael Anton, Director of Policy Planning at the State Department,

  • Advisors to envoy Keith Kellogg and NSA advisor Mike Waltz.

Focus on Ukraine Conflict

The main topic is the potential resolution of the conflict in Ukraine. Although both sides refrained from public statements, sources indicate that talks are part of a broader diplomatic process, possibly involving a “shuttle format”, with the US acting as an intermediary between Moscow and Kyiv.

On March 23, the US held separate talks with the Ukrainian delegation in Riyadh. Kyiv reportedly declined direct contact with Russian representatives, maintaining its policy of indirect negotiations through mediators.

Outlook and Statements

Kremlin spokesman Dmitry Peskov said on March 24 that the dialogue with Washington is still at an early stage and emphasized that “serious work lies ahead” on all aspects of settlement. He confirmed that this is just the first phase in a broader negotiation process.

Following the technical break, discussions are expected to resume on key issues, including:

  • Ceasefire terms,

  • Humanitarian efforts,

  • Mechanisms for potential agreements.

The talks in Saudi Arabia are viewed as a significant step in maintaining dialogue between the US and Russia amid ongoing global tensions.
