The Russian Ministry of Transport has started negotiations with Kazakhstan on attracting Kazakhstani airlines to operate domestic flights in Russia, as Russian air carriers are facing a shortage of aircraft. Transport Minister Roman Starovoit confirmed that coastal transportation is being discussed, as well as negotiations with other countries.
