Russian President Vladimir Putin noted that the possession of a significant arsenal of Oreshnik missile systems practically eliminates the need to use nuclear weapons. He stressed that instead of developing the nuclear doctrine, it is necessary to focus on improving the Oreshnik system.

Earlier, Putin reported that with massive use, the Hazel is capable of delivering strikes comparable in power to nuclear weapons. He also noted that the mass production of these missiles has already been established, and they are ready for use.

The Oreshnik is a medium—range ballistic missile with hypersonic warheads capable of hitting targets at a distance of up to 5,500 km. It is equipped with a separable warhead, including up to six units, which can be both nuclear and non-nuclear. After separation from the carrier, the combat units attack the target almost vertically at a hypersonic speed of up to Mach 10.

According to Putin, modern air and missile defense systems are not capable of intercepting the Hazel, which makes it an effective deterrent. He stressed that Russia behaves with restraint, but, if necessary, shows determination at the state level.

For the first time, the use of "Hazel" became known in November 2024, when the Russian military used it to strike an industrial facility in the Dnieper. This was a response to Ukraine's use of long-range Western-made missiles.

Thus, the development and improvement of the Oreshnik missile systems is considered by the Russian leadership as a key element of national security capable of replacing nuclear weapons in the country's strategic arsenal.
