New rules for the import of cars to Kazakhstan: what will change from December 1st
Since December 1, Kazakhstan has introduced restrictions on the import of cars under 3 years old for individuals in order to combat gray imports.
From December 1, 2024, new rules for the import of cars will come into force in Kazakhstan, aimed at streamlining imports and combating gray schemes.
Now cars younger than 3 years old will be able to import only legal entities that are officially listed in the OTTS (Approval of the type of vehicle). This document confirms the car's compliance with the requirements of the technical regulations.
Only legal entities will be able to receive OTTS, such an opportunity is closed to individuals. However, the new restrictions do not apply to: Individuals importing cars for personal use; Companies importing cars older than 3 years using SBCTS (Vehicle Design Safety Certificates). Previously, any declared persons could import cars under the OTC, but now this procedure is available exclusively to legal entities, which complies with the regulations of the Customs Union. In the summer of 2024, it also became known that Kazakhstan intends to propose to the EAEU countries to ban the import of cars older than 7 years, which is aimed at updating the fleet and reducing the environmental burden.
