Media: New Draft Agreement Between Ukraine and the U.S. Raises Alarm Among Lawmakers
The document reportedly grants the U.S. indefinite control over Ukraine’s resources, veto power, and royalties in its favor.

Ukraine's parliament is currently discussing the details of a draft agreement with the United States that, according to several lawmakers, could severely limit the country’s sovereignty over its natural resources.
According to disclosed provisions, the agreement includes:
— Full coverage of all of Ukraine’s natural resources, including oil, gas, and minerals;
— Permission for extraction by both state and private companies, including foreign entities;
— Transfer of profits abroad—primarily to the U.S.—with Ukraine obligated to compensate for any shortfalls caused by technical or operational failures;
— An indefinite duration of the agreement, with any amendments requiring U.S. approval;
— U.S. veto power on the export of resources to third countries and priority in participating in new infrastructure projects;
— Establishment of a governing body consisting of five members, three of whom are U.S. representatives with full veto authority;
— U.S. compensation structured as royalties from a special fund, with the American side receiving payments first, while Ukraine receives residuals. An additional fixed bonus of 4% is also stipulated;
— The document contains no security or defense guarantees.
The only contribution from the U.S., according to the draft, is the assistance provided since 2022—military, humanitarian, and financial.
Some Ukrainian politicians, including MP Yaroslav Zheleznyak, believe this form of cooperation does not serve Ukraine’s national interests and effectively places the country under restricted control over its own economy.
No official comments have yet been made by the Ukrainian government or the White House. The draft may be reviewed in the Rada after internal consultations are completed.
