Kazakhstan’s Energy Ministry Revises Fuel Pricing Policy: Goals, Measures, Prospects
Kazakhstan’s Ministry of Energy has announced a new pricing policy for fuel and lubricants. The updated approach aims to address key issues, including fuel shortages, smuggling, and low prices that hinder industry development.
Fuel Price Disparities
Fuel prices in Kazakhstan are significantly lower than in neighboring countries, leading to illegal fuel exports:
- AI-92 Gasoline:
- Kazakhstan: 205 KZT/liter
- Russia: 288 KZT/liter
- Kyrgyzstan: 385 KZT/liter
- Uzbekistan: 489 KZT/liter
- Diesel Fuel:
- Kazakhstan: 295 KZT/liter
- Russia: 355 KZT/liter
- Kyrgyzstan: 427 KZT/liter
- Uzbekistan: 528 KZT/liter
Price differences range from 40–138% for gasoline and 20–79% for diesel fuel, fueling smuggling and domestic shortages.
Key Measures of the New Policy
-
Sustainable Pricing.
The policy seeks to create a market balance between supply and demand, preventing shortages and aligning prices with regional standards. -
Industry Modernization.
Investments in refining and infrastructure are expected to improve efficiency and create new jobs. -
Social Support.
To protect citizens, social support measures will continue. Farmers will have guaranteed access to diesel fuel through transparent and fair pricing schemes. -
Gradual Price Adjustments.
Fuel price changes will be introduced gradually to minimize the impact on consumers. For instance, CNG prices in Almaty and Astana are expected to rise to 102 KZT/liter.
Expected Outcomes
- Reduced Smuggling.
Aligning prices with neighboring countries will make illegal fuel exports less attractive. - Eliminating Shortages.
Balancing supply and demand will stabilize the domestic fuel market. - Attracting Investments.
The revised policy will make the sector more appealing to long-term investors.
