Italy proposes to extend NATO's collective defense principle to Ukraine
Italian Prime Minister Giorgia Meloni has proposed extending NATO’s Article 5 to Ukraine, under which an attack on one member of the alliance is considered an attack on all. However, the issue of granting Ukraine full membership in the bloc is not yet being considered.
This proposal presents a new challenge for NATO. Introducing collective security guarantees for a country outside the alliance contradicts the current principles of the organization. At the same time, Ukraine’s western allies are already providing significant military support, including weaponry, training, and intelligence.
The main goal of Meloni’s initiative is to strengthen deterrence against Russia and prevent the escalation of the conflict. However, its implementation could lead to serious disagreements within NATO. Some countries, especially in Eastern Europe, support increased protection for Ukraine, while others fear drawing the alliance into direct military conflict.
From a legal standpoint, the proposal remains unclear. Article 5 applies only to full NATO members and requires unanimous approval. Extending it to Ukraine without formal membership would set a precedent that could change the very concept of NATO.
For now, Italy’s initiative remains in the discussion stage. It highlights the desire of some Western leaders to bolster support for Ukraine without involving the alliance in a full-scale military conflict. However, the final decision will depend on the position of key NATO players, including the US, Germany, and France.
