The FSB together with the Ministry of Digital Media are discussing a possible tightening of the SIM card sales procedure

In order to fight the grey market, the authorities are considering the possibility of introducing mandatory biometrics for SIM card purchases, selling them only in telecom salons and MFCs, or purchasing cards using the "Goskluch" application.

MegaFon confirmed the existence of intensive discussions with regulators on changes to the rules of SIM card sales.

Earlier, Maksut Shadaev, the head of the Ministry of Digitisation, said that the agency proposed to make biometrics mandatory for foreigners who want to buy SIM cards. It is also proposed to make visible to Russians information about what phone numbers are registered to them. Shadaev stressed that in case a person sees a contract on communication services, which he did not conclude, it will be possible to terminate it unilaterally.
