Final Report on AZAL Plane Crash in Aktau to Be Released by December 2025

The Ministry of Transport of Kazakhstan has announced that the final report on the investigation into the crash of an Embraer 190 aircraft operated by Azerbaijan Airlines (AZAL) near Aktau will be completed and released by December 2025. Deputy Minister of Transport Talgat Lastaev noted that the investigation is being conducted in accordance with international standards and will take approximately one year.

On December 25, 2024, an Embraer 190 aircraft operated by Azerbaijan Airlines, en route from Baku to Grozny, crashed near the city of Aktau in Kazakhstan. There were 62 passengers and five crew members on board; 29 individuals survived. Immediately following the incident, investigations were initiated by both Kazakhstan and Azerbaijan.

Deputy Minister of Transport of Kazakhstan, Talgat Lastaev, stated that the final report on the investigation will be ready by December 2025. He emphasized that, according to the standards of the International Civil Aviation Organization (ICAO), such investigations are allotted up to one year. Lastaev also noted that the criminal investigation is under the jurisdiction of the prosecutorial authorities.

To determine the causes of the crash, international experts have been involved, including specialists from Brazil, where the aircraft was manufactured, as well as representatives from the Interstate Aviation Committee (IAC). However, Azerbaijan declined IAC's participation in the investigation, expressing doubts about the organization's objectivity. Instead, an international team of experts was formed, comprising representatives from the aircraft manufacturer and other independent specialists.

During the investigation, both flight recorders were recovered and sent to Brazil for decoding and data analysis. Preliminary results suggest the possibility of external impact on the aircraft during flight. Earlier reports indicated that the plane might have been struck by an anti-aircraft missile during the defense against a drone attack on Grozny airport. However, definitive conclusions will be presented in the final report.

The crash of the AZAL aircraft has been a tragedy for many families and has garnered significant public attention. Officials from Azerbaijan and Kazakhstan have extended their condolences to the families of the victims and have pledged to conduct a thorough and transparent investigation. The final report is expected to provide comprehensive information on the causes of the crash and recommendations to prevent similar incidents in the future.
