Arab Summit Supports Egypt’s Plan to Rebuild Gaza

An emergency summit of the Arab League has approved a five-year, $53 billion plan to rebuild the Gaza Strip, proposed by Egyptian President Abdel Fattah el-Sisi. The plan does not include the resettlement of Palestinians, contradicting Donald Trump's proposal to relocate Gaza’s residents to Arab countries.

What Does Egypt’s Plan Include?

According to the United Nations, 70% of buildings in Gaza have been destroyed, with over 50 million tons of debris remaining in the territory. The Egyptian plan consists of three phases:

  • Phase One (6 months): Debris removal, temporary housing installation ($3 billion).
  • Phase Two (2 years): Construction of 200,000 housing units for Gaza’s residents.
  • Phase Three (until 2030): Construction of another 200,000 homes, an airport, industrial zones, hotels, and parks.

The project also includes the creation of an administrative committee to manage humanitarian aid distribution and governance until the Palestinian Authority returns.

Who Will Finance the Plan?

  • Main investors: UAE and Saudi Arabia.
  • International donors will contribute funding.
  • Other countries are invited to participate.

How Did Israel and Hamas React?

  • Israel strongly criticized the summit’s declaration, arguing that it fails to condemn Hamas attacks.
  • Hamas supports the Egyptian plan since it rejects the forced displacement of Palestinians.

What Is Trump Proposing?

A month ago, Donald Trump suggested that the U.S. could take control of Gaza, demine the area, and establish an investment zone.

"We will develop Gaza and create thousands of jobs. It will be the pride of the Middle East," Trump stated.

This plan was widely criticized by Arab countries and Western nations.

Implementation Prospects

Key questions remain unanswered:

  • Will Egypt’s plan receive international support?
  • How will Israel react to this initiative?
  • Will diplomatic pressure from the U.S. continue?

The summit’s decision could form the basis for a political resolution, but Gaza’s future remains uncertain.
